All airfield concrete spalls are the result of Resisted Relative Movement. This is why virtually all spalls occur along joints, corners, and larger cracks.
All Polymer Concrete Inc's Resurf® products, procedures, techniques, and recommended tools/equipment effectively address these issues. Repairs must not make a very bad situation much, much worse.

Spalled longitudinal runway crack repaired 4 years before invention of Resurf® Joint Forming and Sealing System*-Type 4. Complete Separation (down to the first course of reinforcement) of the "two slabs" must be achieved using Type 4 and black silicone caulk. Meandering cracks and all joints must be converted into effective expansion/contraction joints.
